Proper planning, persuasion, motivation & people’s cooperation helped in restoring normalcy: DGP, Shri Dilbag Singh

Srinagar 06 August: People’s cooperation coupled with proper planning, Policing persuasion and motivation helped in restoring the normalcy in the Union Territory of Jammu and Kashmir. This was stated by the Director General of Police J&K Shri Dilbag Singh while interacting with a group of visiting members of Print Media here today.

During the interaction the DGP highlighted different measures taken by the J&K Police along with the security forces including neutralizing top leadership of terrorists their support structure, action against secessionists, smashing of the OGW networks, strengthening of the different security grids to tackle terrorism, improving relationship with the general masses and better management of the law & order incidents.

The DGP said the Pakistan is continuously attempting to foment trouble in Jammu and Kashmir and there has been increased infiltration attempts and ceasefire violations by Pakistan to replenish the depleted terrorist strength in Kashmir valley but our forces on borders are responding strongly and in recent times a number of infiltrations attempts were foiled. He said that the terrorists who managed to infiltrate here are being tracked down . He said as compared to 2019 we have increased number of successful operations against terrorists so far in the current year. In 2019 up to July 131 terrorists were neutralized and during the same period the current year 150 terrorists were neutralized, he said and added that top 39 commanders of different terrorist organization have been neutralized. Most terrorist organizations are leaderless at present.

He said that many attempts were made by Pakistan to create trouble in J&K adding that during last seven months we have witnessed 75% increase in ceasefire violations by Pakistan to push terrorists here. But most infiltration attempts were foiled by our forces guarding the border.

The DGP said that the Pakistan sponsored terrorists in order to spread fear among people killed some civilians, and also warned the transporters and businessmen and schools to observe the showdown, but due to dedicated efforts of Jammu and Kashmir Police, other security forces and cooperation of public their evil attempts were foiled and peace has now by and large returned to the Valley.

The DGP said the graph of terrorism and law & order incidents which was at its peak in 2016 started decreasing in the year 2018 and it the situation further improved in the last year. Comparing with the law and order related violence in 2016, it was only 8% in 2019 post abrogation of Article 35A and Article 370. There were 117 civilian killing in law and order situation that erupted after killing of a terrorist Burhan Wani in 2016. Not a single civilian killing took place in 2019 or 2020 in law and order handlings.
The local recruitment in terror groups is also low.

Post Abrogation the J&K Police along with other security forces worked out in a highly planned manner to take control of the situation. The personnel worked day and night to maintain and sustain the peaceful process of normalizing the situation in the UT. He said post abrogation of Article 370 and 35A all those people who were previously involved in law and order incidents were detained. Most of them were released after counseling just within days.

The DGP said that terrorists threatened local people, shopkeers, apple orchard owners, drivers not to do their routine business. The Police personnel along with security forces were deployed in such planned manner so that the local people felt safe and secure. Patrolling on the national highway was increased and for the first time deployment inside the fruit orchids was made. He said 1.40 lakh trucks were sent to the rest of country during the previous fruit season.

The DGP said that many factors contributed in minimizing the terrorists activities and bringing normalcy in J&K and added that cooperation of people has been a great support. He said that security forces ensured clean operations besides showed restraint while dealing law and order situations. There has been zero percent causality of civilians. He said many misguided youth have been brought back and handed over to their families. Citing the instances of seizure of weapons on Punjab border in and other places in J&K, the DGP said many attempts of Pakistan to provide weapons to terror groups have been foiled in recent times. Strict action has been taken against the terror supporters, OGWs, he added.
